"Both," the man replied grimly. "They refused to reinstate the pensions and aren’t planning to take action against the welfare officers."

"Their reasoning," he continued, "is that providing pensions until age sixteen already meets the minimum standard. They’re not babysitters; they don’t owe lifelong support. With average wages, anyone willing to work hard can scrape by in the capital. If these families can’t make ends meet, maybe they should look inward and ask whether they’re putting in enough effort."
